Is the Creeper saying "Creeper" or "Paper"?

So this came up on Twitter a couple days ago! Keesh Keesh brought it to our attention that perhaps everything we've thought about the Creeper from Jeepers It's the Creeper is wrong! Could it be possible?

Ok, so maybe not everything is wrong. The question is does the Creeper say "Paper" or "Creeper" as everyone thinks he is saying. Every time someone imitates the Creeper, they say "Creeper".
